COERR is an educational institution offering language courses for people in need of proficiency in a second language, especially English.
COERR adheres to the general philosophy that promotes the dignity and critical thinking skills in English communication of each person. COERR prepares their students with language proficiency in order to facilitate communication between Cambodian people and peoples of other nationalities in particular English speakers.
The curriculum focuses on meeting the language skills needs of the Cambodian people in this time of reconstruction and global integration. Its goals and curriculum are flexible and can be adjusted to meet changing conditions.
COERR promotes the Khmer people in learning a second language in order to fulfill their abilities and potential and to assist in rebuilding their country as a peaceful and independent nation.
